GUIDELINES FOR RESIDENTS’ COMMENTS – Adopted September 2014
The Board Directors of the Upper St. Clair Athletic Association (“Board”) encourages Upper St. Clair residents to give comments at its annual meeting in an open setting, to inform and assist the Board to best deliver services to youth of the community. In order for the Board to effectively conduct its business, residents are asked to abide by the following guidelines:
- Residents in attendance shall sign in for the meeting with their name and contact information.
- Speakers must be residents and must give their name and street address prior to commencing comments and must have signed in for the meeting.
- Comments shall be taken as a group on a sport-by-sport basis, in the order of which the registration was received, with an additional section for other matters that are not sport specific.
- Comments (for residents who have registered to speak prior to the deadline set by the Board annually) shall be limited to three (3) minutes in length. If a resident desires to speak for longer than three minutes, prior to commencing his or her comments, he or she may ask the Chair’s permission to do so.
- Residents may register to speak and address the Board one (1) time in each area.
- Residents who have not registered to speak may be given the opportunity to address the Board at the end of the meeting (time permitting) and their comments shall be limited to one (1) minute in length.
These guidelines may be modified by the meeting Chair, depending on the circumstances of any particular meeting. The Chair may limit or increase the length of individual comments, the number of times a speaker can address the Board or the total number of comments heard, depending on the agenda for that night and the number of speakers.
